That this costs them nothing. The IRC requirement applies to new construction only, on permits pulled after the date the jurisdiction sets. No existing home is touched. Additions to existing homes are not affected. Jurisdictions may opt to implement these requirements if they choose, but they are not called for by the model code. New growth pays for protecting new growth.
