Question 57
What is a building code for?
It is a floor, not a ceiling, and not an economic policy tool. Jefferson County demonstrated it understands the difference when it set snow loads above the national standard, banned a class of heater the model code permits, and required certified inserts in new fireplaces to protect air quality. Jurisdictions regularly adopt the full model code – and exceed it – to protect life and property.
